On May 22; the Red Cross Society of China held the work conference on Wenchuan earthquake disaster restoration and reconstruction in Tianshui, Gansu.
The main topics of this conference is to conclude work experience of post-disaster restoration and reconstruction, and to analyze the current situation and tasks, focus on post-disaster restoration and reconstruction in solving problems, to further enhance and strengthen the recovery work and to promote post-disaster restoration and reconstruction work carried out faster and better.
Madam Jiang Yiman, executive vice president of the RCSC also pointed out in her speech, the Chinese Red Cross organizations at all levels should further make efforts to work on better disaster recovery and reconstruction. “We need to further improve the post-disaster reconstruction work, enhance the sense of urgency and responsibility, and strengthen management of human, material and financial resources, in the premise of guaranteeing quality, speed up the progress of assistance projects”, said Jiang.
Secondly, “we must strictly control the quality of the project to ensure that projects into the local high-quality project and safety project”, Jiang told the conference;
Talking on the third, Jiang said that we must strictly control the management of related funds, to make reasonable arrangements as soon as possible for funds investment and use of specific redevelopment projects. And the fourth is to distribute the relief materials as soon as possible to the masses of the earthquake-stricken area in the near future
The meeting has also stressed that effectively speed up the new post-disaster restoration and reconstruction projects and the implementation of the work in 2009: to strive to be completed the rural housing reconstruction before the beginning of winter; and before the fall semester in 2009 the completion of the reconstruction of the majority of schools; before the end of 2010, all post-disaster reconstruction projects completed.
Jiang also called on to further strengthen Red Cross capacity-building at cities and counties levels, establishing of grassroots organizations of the Red Cross, to enable the Red Cross always remain in taking work as a team;
It is reported that after Wenchuan earthquake, the Chinese Red Cross sent an urgent appeal to the community quickly to carry out emergency rescue operations and at the same time coordinated the provincial and municipal branches, Hong Kong, Macao and Taiwan branch of the Red Cross organization, partly of the national Red Cross and Red Crescent Societies, go all out to post-disaster restoration and reconstruction work. As of the end of April 2009, the Red Cross and Red Crescent Societies at home and abroad to collect total of 19.1 billion yuan in cash and in materials, the earthquake-stricken area have been allocated and approved payment arrangements were 14.4 billion of funds. At present, in the Sichuan, Gansu, Shaanxi provinces and Chongqing, Yunnan, Ningxia, the first part of the disaster areas have been identified post-disaster reconstruction with funds 3.98 billion yuan, the projects including rebuilding of homes, schools, hospitals, health posts and some rehabilitation centers, homes for the elderly, welfare homes, the villagers, such as activity rooms of the building renewal projects.
