Introduction to RCSC Development Plan for 2010—2014

Development objectives

– Widely disseminate the Red Cross spirit, winning wide identification with the Red Cross among the society and foster a social atmosphere favourable to the development of the Red Cross cause;

– Continuously improve the humanitarian relief and assistance system with Chinese characteristics, further upgrading its emergency response capacity and reinforcing its relief and aid potential. Provided there is no occurrence of very big natural disasters, the RCSC shall work hard to raise 3 billion RMB in cash or in kind by 2014, to benefit 30 million people;

– Reinforce its organizational management and strive to lay a sound foundation for future development; construct well-functioning Red Cross branches at various levels by further rationalizing their management systems, consolidating the grass-roots organizations, expanding membership and strengthening the ability of the management staff.

– Thanks to the professional divisions, the Red Cross voluntary service system shall provide higher quality services, expand service areas, manage the volunteers more scientifically, and increase the number of volunteers. By 2014, volunteers shall reach 30 million, of which 400,000 are registered volunteers. 

– Strive to play a bigger role in the International Red Cross and Red Crescent Movement by continuing external emergency relief, in line with foreign policy needs, support RC development plans in developing countries, and introduce funds and technology from abroad, to facilitate the National Society’s central tasks. 

Major tasks

(1)  Build up emergency response capacity, carry out “RC Relief Work”

To step up emergency response system. Ameliorate the quick and efficient system by implementing the "RCSC/HQs Natural Disasters & other Emergencies Response Plan". The contingency plans of provincial and municipality branches shall be integrated into the overall contingency plan laid down by the governments of the same level. The disaster preparedness (DP) network shall be in place. RCSC shall speed up the creation of RC emergency stock and warehouses with emphasis on national and regional DP centres and Shanghai international relief supply centre, with provincial DP centres as bases and with additional local DP centres in disaster-prone areas. A disaster information network management shall be in place to improve communication and cooperation with relevant departments of the government. Apart from that, special efforts shall be made to strengthen emergency response capabilities by setting up RC emergency teams across the country with at least two teams at the provincial branches and one team in some provincial capitals and some better-off cities.

And also post-disaster reconstruction, post-disaster psychological intervention shall be in place.

(2)  Endeavour to save lives, carry out “ Red Cross Rescue Work”:

To strengthen first aid training;

To build up China Marrow Donor Program (short for CMDP). CMDP will enjoy an increasing number of hematopoietic stem cell (HSC) voluntary donors;

(3)  Care for the most vulnerable groups, carry out “Red Cross Aid Work”:

(3)To continue the activity of "RC Humanity to Thousands of Homes";

 To further RC medical relief projects. Focus on offering medical relief to children and peasants, the sick and poor, and training country doctors;

 To care for AIDS patients. Continue to take an active part in the AIDS prevention and treatment projects in coordination with various departments of the government.

(4)  Spread RC spirit, carry out “Red Cross Dissemination Work”

(4)To play an active role in disseminating knowledge of International Humanitarian Law (IHL) and Red Cross Movement. Endeavour to improve communication networks on IHL and Red Cross Movement so that it can enjoy wide influence among the public by making the best use of dissemination.

To continue the dissemination programme “May 8 Humanity Week” to foster a good dissemination style.

 

(5)  Pursue "Red Cross Organisational Development”, reinforce management base.

(5)To rationalize management systems in accordance with the RC law.

To construct well-functioning local branches. RC branches at all levels shall have a sound mechanism, clear-cut responsibilities;

To build up grassroots organizations. Widespread grassroots units shall be set up in communities, villages and towns, enterprises and public institutions, medical institutions, schools and other social organizations.  

To upgrade the service and management level of members.

(6)  Mobilize "Power of Humanity" to carry out RC Voluntary Service Activities

(7)  Strengthen external work contacts with Hong Kong, Macau and Taiwan, further develop international Red Cross operations.
